*Latin America Donor Index Database Development*
*Background:*
The mission of AVINA is to contribute to sustainable development in
Latin America by encouraging productive alliances based on trust among
social and business leaders and by brokering consensus around agendas
for action. AVINA is present and maintains twenty-one offices throughout
eleven Latin American countries. For more information, see:

Since late 2006, AVINA has undertaken a broad mapping exercise to
identify top donors and international non-governmental organizations
(NGOs) participating in Latin American civil society. Much of this
information on individual organizations had not previously been compiled
in a format that provided context or comparative analysis.
*Project Description:*
Fundación AVINA requests proposals to create an online, searchable
relational database deployed as a data service using open technologies
(including MySQL) to track the year-by-year international flow of
donations into Latin America by governments, NGOs, and foundations from
the US, Europe, and Latin American countries. This is not a high volume
service. The initial system should handle 500 records and have scalable
architecture to handle a maximum capacity of 1,000,000 records.
Independent Contractor for hire's point of contact(s) may be with
members of AVINA team and consultants located in the U.S. and Latin
America.
*Design/Technical/Functional Requirements*
Access will require registration and acceptance of terms of use.
Registration will be automated, with email confirmation. Password
recovery is required.
All transactions will be logged.
Security concerns are low. We do not expect hacking or spoofing to be an
issue, given the nature of this data. Users who require authorization to
upload data under their purview will be subject to manual authentication
of identity by admins prior to prior to approval. Public users (not
authorized to upload data) registration will be straightforward and
automated. Consider how authorization to upload data can be easily
granted when public user later 'upgrades' to authorized user.
Authorized users will have the ability to update data within their
purview, as defined by admins. Authorized users will be able to update
data. Supported character formats must include UTF-8, and ISO 8859-1.
Data retrieval is controlled per column and user.
Types of users:
Owners have all permissions.
Administrators can read and modify data. They cannot manipulate log
files or user access data.
Authorized users may upload data under their purview (after
authorization has been approved).
Public users do not have authorization to upload data.
Maintenance users
All data will be stored in UTF-8. Donor identification data will be kept
untranslated. Other data will involve standard terms, with translation
provided by client. Donations will be input with currency identifier
according to the abbreviations currently in http://oanda.com.
If the currency conversion information for a year is available, dollar
equivalents will be stored in an additional column. When dollar
conversion information is added, existing donation data for the year
will be updated to include dollar equivalents.
Data currently exists in fewer than ten Excel spreadsheets, and must be
imported.

Data service API and internals must be documented. Complete and explicit
instructions for migrating data source is required. The database may be
developed locally but will ultimately be housed on a dedicated server in
Latin America.
Demonstration http front end (forms in, tables out) required.
Ease of use is a priority throughout (administration, updating,
searching, code maintenance).
Maintenance support (2-day) required for one year after completion at
separate rate.
Suggested terms: net 15
*Assumptions and Agreements:*
Programmer must grant Fundación AVINA a perpetual, irrevocable, global,
royalty-free, transferable license to use, modify, and sublicense code.
Entirety of agreement shall be reduced to writing. Text of proposals
shall become the property of Fundación AVINA. Proposals shall be
evaluated for completeness, schedule, cost, and expectation of
competence (as demonstrated by references and portfolio).
Fundación AVINA reserves the right to refuse any proposal or restart RFP
process for any reason. Fundación AVINA will compensate no party for the
submission of a proposal.
