I posted this whole thing on craigslist:
http://austin.craigslist.org/cpg/559220352.html I'll copy key parts of it
in this email plus some more info since this is specific to a Rails list.

I live here in Austin and I'd like someone from Austin. Money for this
will be one lump sum, not hourly. Budget is around 2500USD+.. could
easily be double that or possibly more though. I'm estimating the hours
for this at about 150-300hrs needed to complete (maybe you're faster than
that though) so optimally you're looking at around 20-35USD/hr. If you're
superfast could be much higher.

I'm in need of a programmer (or 2) for a website I want to start. I'm very
experienced with the web in all aspects (design, databases, programming,
seo, etc.) so you'll be working with someone who understands exactly
what's going on and exactly what he needs. I'm good with project
management too and I've had a lot of experience getting websites off the
ground. I've worked with companies such as NBC/Universal/GE, Pepsi,
Discovery Channel and others. The plan is in place and I just need
someone who can program. No rails n00bs please.

Website Requirements and Specifications (You should have experience with
most of these items)
----------------------
- Rails 2
- Will want to go through Dev, Test/QA and Production phases
- Relational databasing
- SEO friendly URLs
- Decent security
- Randomization - this is a key element. Shouldn't be too hard though
- Code working well with indexed tables/DBs. If you're not good with
databases don't worry too much.. I can do a lot of this work or find
someone else to fill in at this point.
- Decent AJAX/JS knowledge - nothing extensive, just enough to get you by
- Search - generic pre-made stuff is fine, just as long as you can
install/configure, secure and test it
- Upload - very simple. just need to upload images.. no complex sorting
for now
- User Authentication (login/logout) and sessions - a must. You must have
deployed a site with authentication if you want to be considered for this
project. I am really bad this part and need a lot of help and I'll rely
on you entirely to get me through this.
- Admin backend - need a really simple backend for this
- Fast code - I want someone who is knowledegeable enough about
programming that large database transactions can go relatively quickly and
you won't slow a server down with crappy code.

Project Estimations
--------------------
- Estimated time to complete: 150-300 hrs
- Spread out over a maximum period of 4 months
- Budget is $2500+. I'm quite aware it will probably be more than $2500,
so bids are open.

Payment
--------
Will probably do payment in installments based on milestones. Ex: 25% to
start, 25% 1st major milestone, 25% 2nd major milestone, 25% upon
completion

Things provided
----------------
- Design - I do not need a designer. I'll be doing this part
- The backend database is thought through. You can consult and confirm,
but I'm very good with this stuff so I think it's fine. I've even got the
migrations made up and finished.
- A server - you will have the production machine to work on remotely
- Wireframes and plans for the workings of the website. I have this pretty
well planned and there's room for discussion, but it won't take up too
much of your time
- Someone who knows what he's doing. I've been in the web business for
quite awhile and I'm experienced in just about every aspect of it. I'm a
user experience consultant with a decent background in programming, SEO,
design and databases. I'm very good at scoping these things out and
knowing exactly what needs to get done.

What you can send to me
------------------------
- A resume. If you don't have a resume I don't care - I just need a decent
experience list of languages, projects, education, etc.
- Code samples, especially of items that are in the site requirements list
- URLs to websites you have done
- A BRIEF bio
- References. Should be past clients or employers or even friends who know
you're pretty good at what you do. I'll actually call or email these
people so don't send me someone you think I won't really contact. You
don't have to have any references at all, but it would help to have at
least one.

I'm very easy to work with. You'll probably be working remotely most of
the time, but I'd like to meet in person every now and then to get things
moving and make sure we're on the same page. I've got space to do this.
If you think having me around will speed you up I'm more than willing to
be around.
